Just in case it's easier for you (though it's unlikely it is) you can also do this by
going to the title screen and pressing the following buttons:

B,A,right,A,C,U,d own,A IN THAT ORDER.

After that, you will automatically go to the place where you set options before beginning the game.
Start the game. You will go to the level select.

It worked for me...

as you turn on the game wait for the word SEGA to appear on the screen... wait for it to begin to dissappear as soon as it does firmly tap the cartridge backwards (away from you) this "cheat" should send you to the level select screen. (warning: if you hit your game too hard it may break: for this I am not liable...strike at your own risk)
